A Study On The Flow Of Chinese Communist Party 's Political Elite Under The System Of Selection

The Central Committee of CPC is the collection of political elite grasping the political power, thus the study of the flow of its members is always a hotspot among academia. It matters to the metabolism of CPC, and influences the political successions. And the researching of CPC’s political elite flow under a transformation vision will be not restricted into the personnel prediction and causes explanation. After the resume analysis of Central Committee member since the reform and opening policy, the research found that: in terms of the longitudinal flow, the elites outputted from locality were more than those from central institution; the elites from developed regions were more than those from less developed and underdeveloped regions. The basic flow direction of the whole longitudinal flow of CPC elites is from locality to center and from developed regions to less developed and underdeveloped regions. The contribution to political elites from CCYL system was stronger, but it’s easy to have a "separate", "differentiation" phenomenon. The reason was caused by the history, the institutional factors and the conjunction of the cadre and personnel system. The number of political elites having experience in central ministries increased after the 16 th National Congress, which reflects the increasing frequency of political elite exchange between local and central. Even so, the political elites from economy and trade, propagation and law system tends to make internal flow in longitudinal direction. In terms of transverse flow, after 15 th national congress, the political elites with multiple ministerial experiences increased in the Central Committee. It is determined by the administrative level system of civil servants and post training needs. In addition, a minister-locality experience plays more important role on the promotion. From the dimension of the political elite flow, we can notice something about China’s political transition: CPC’s political inheritance has been gradually institutionalized; political elite are produced by flow. Regional relationship maintains relative stability through the flow of the political elites. While the change about how political elites get their qualification and the change of the distribution of the elite reflects the transformation of CPC from a revolutionary party to ruling party. However, elite’s region solidifying phenomenon, the younger policy hard to prompt, laziness and mediocre caused by administrative level system should be faced seriously. This study gets some new conclusions and enriches the existing achievements in the field owing to shift the research orientation and improved statistical method: not only the economic and trade system, but propagation and law system tend to make internal flow; ministerial local office experience in the developed area has become the necessities of entering politburo; the essence of elite flow is a form of elite production.
