Reflection And Breakthrough:study On The Public Affairs Governability

Reform and opening up is a full range of changes,the development of socialist market economy provides a realistic basis for the formation of the social subject consciousness and the growth of the social forces,it also provides an opportunity for the change of governance structure of public affairs. Discussion on introducing governance discourse and its applicability in academic circles accelerated the process.Correspondingly,the way of government governance is more diversity and innovation,the development trend of local governance is already open. On this basis,Public affairs governance is a multi-subject interactive process. The key problem to be solved is how to manage the public affairs in this process. In other words,managers how to coordinate multiple participants to reach a consensus and collective action,and through effective policy formulation and implementation to allocate resources,resolve conflicts,so as to realize the maintenance social order,to solve the social problems or provision of public services to the public and objective.Due to the superposition problem emerged,the governability problems is the contradiction between the development of administrative system arrangement and the power of social governance,the lack of public nature of the social subjects make the cooperation governance in a state of uncertainty. In addition,the institutional channels of interaction between the state and society have not been established. The current governance model more point to the combination of a multiple governance subjects,the static appearance than dynamic results,this is the public authority to absorb the social resources,we need to strengthen the rule of law in the process of operation. On the basis of systematic thinking about the historical background,realistic problem and the trend of the development of the public affairs governance,to achieve national governance,governance and social governance jointly advance,this task requires not only the macro-level of the system design and value guide,but also refinement of governance mechanism. Making the problem as a starting point,construction of the community governance,at the same time,focus on the realistic foundation of grass-roots units governance is a basic approach to the rational development of the domestic public affairs.
