Study On The Participating Difficulties And The Development Paths Of New Rural Social Organizations In Rural Governance

Recently, with developing deeply market economy and promoting the democratization, a lot of social organizations have sprung up in rural areas and actively participated in the practice of rural governance using a variety of ways. In the provision of public goods and public services, however, there traditional social organizations from rural areas,could face many institutional and capability issues when they rely on their own to participate in the practice of rural governance. Not only can they not be satisfied with the current status of diversified public need in rural areas, but can they not achieve organizational goals very well. Nowadays, traditional rural social organizations independently from government often suffer from many difficulties when they participate in rural governance. By the analysis of the history of rural governance under the framework of "State-Society", we found that the current pattern of "Village-Autonomy" has been unable to solve the problems emerged during rural social governance. Therefore, the construction on modernizing rural governance system and governance capability must explore the effective pattern of rural governance under the new situation.On the one hand, the reflection on "State-Society" relationship can reach a "mutual empowerment" consensus. On the other hand, that the ambiguity is difficult to eliminate in the short term is determined by scanning long-time "State-Society" boundary ambiguity. This two social reality make it possible that new social organizations participate in rural governance in embedded pattern. The government should change the situation of isolated traditional rural social organizations, which is lack of resources and capacity, and be full of transforming rural social organizations that naturally rely on the government into initiative organizations. Meanwhile, social organizations also fully rely on the resources from the government to develop themselves, actively run its own to embed into the existing governance structures, and finally achieve mutual empowerment between the two bodies. This new social organizations, relying on government support and being committed to the public, will be an effective approach to solve the current difficulties from rural governance.This paper sorts out the development process of rural governance and rural civil organizations as well as the relevant researches by the way of literature review, at home and aboard. Based on above methods, we try to use quantitative research and qualitative research to study on the functions and difficulties of new rural social organizations participating in rural governance. On the one hand, these studies make us clearly realize the importance of new rural civil society organizations to rural social construction. On the other hand, these studies can also make us understand the difficulties faced new rural social organizations clearly when they participate in rural governance. What is more, based on these two aspects, we focus on how to promote the new rural social organizations to better participate in the rural governance, in order to promote the construction of a beautiful countryside.This paper consists of six chapters as follows:the first chapter mainly introduces the related background and meaning of this research; the second chapter, firstly defines the new rural governance and rural social organizations, distinguishes the difference between these social organizations and non-governmental organizations, and introduces the operation mechanism about the new social organizations participating in rural governance;the third chapter reviews thehistorical evolution of rural governance under the "nation and society" theoretical framework, and proposes that the new pattern of "Multiple Participation" is the rational and inevitable choice in current rural governance;the fourth chapter discusses four functions and three difficulties from new social organizations participating in rural governance; the fifth chapter, as a key part of this thesis, focuses on exploring the development paths that new social organizations take part in rural governance; the sixth chapter is summary and prospect.Nowadays, the country has a variety of innovative practices of rural governance, which do not have a fixed "modeP".However, the theories of innovative practices are the same. That is "Multiple Participation", namelymultiple bodies participate in rural governance together under the government-led path. Unfortunately, this paper only discusses the general practice about organizations participating in rural governance. Therefore, it is needed to deeply explore a suitable way of rural governance in the case that we should take local realities into account. This will be the focus of my attention in the future too.
