In the 21 st century, China is in a critical period of reform and development, is facing great opportunities, but also faces many contradictions and problems. On the one hand, China's economy has maintained rapid growth, the vigorous development of the cause of socialism; on the other hand the reform and development of unbalanced, uncoordinated issues are very prominent, to social and political stability planted a significant risk. To this end, our party from the national conditions and reality, put forward the concept of social governance. This shows that our party has a new management philosophy of social further development and improvement. As mass organizations in the field of social governance body, it plays an irreplaceable role.
