Study On Playing The Predominant Function Of Peasantry In Building A Socialism New Countryside

The Fifth Plenary Session of The Sixteenth Central Committee of The Chinese Communist Party puts forward an important strategy,named the socialism new countryside. On the construction of new countryside,Xi Jinping pointed out that the new countryside construction should adhere to local conditions,classification guidance,planning in advance, improving the mechanism, stressing the key point and coordination,we improve rural production and living conditions in rural areas through long and hard work.Li Keqiang pointed out: "China has a large rural population,even if the level of urbanization in the future significantly improved,there will be hundreds of millions of people living in rural areas,we must continue to promote the construction of the socialism new countryside." The historical materialism believes that the masses are the creator of history. In the countryside,most of the people are peasants,peasants are important participants in the process of the new socialism countryside construction, they provide important labor resources and intellectual resources for the new socialism countryside construction.The construction of the socialism new countryside can not be successful without the participating of peasants, we should let the majority of peasants participate in the construction of socialism new countryside,We should let peasantry play their predominant function adequately.But there are some problems and factors that restrict the playing of the predominant function of peasantry in the process of actual participation of peasants in new socialist rural construction,such as peasants’ overall quality is not high,the consciousness of peasants’ political participation is weak and the ability is not strong, the peasants’ organizational level is not high,the dual structure of urban and rural areas restrict the play of predominant function of peasantry, leading role of government and the predominant function of peasantry are not fully coordinated. The background of this paper is the construction of socialism new countryside. The theory of this paper is based on the theory of Marxism thought of the predominant function of people and the ideology of scientific development based on the theory of people-oriented thought. The starting point of this paper is the concept and characteristics of the predominant function of peasantry.This paper has a thorough investigation into manifestation of the problem that restricting the playing of predominant function of peasantry.This paper analyses the plight of the playing of predominant function of peasantry and puts forward the measures and countermeasures to play predominant function of peasantry in the construction of socialism new countryside.Promoting the positive and active participation of peasants’ in the construction of socialism new countryside and playing the predominant function of peasantry is of great significance to the construction of socialism new countryside.Playing the predominant function of peasantry can promote innovation, coordination, green, open, shared development of socialism new countryside and the reasonable solution of the three rural issues,This can provide a solid foundation for the realization of the Chinese dream at the same time.
