Nowadays, modernization is an inevitable developing trend of the world, whichaccelerates the industrialization and leads to a worldwide social transformation. Over past60years of continuous development, China has obtained remarkable achievements with a moreassertive attitude standing in the east of the world. With the deepening of modernization someissues inevitably emerge during the process, but they are the unavoidable phenomenon for anycountry on its way to industrialization, China is no exception.Based on the current social development facts the problems are more centralized on theissues concerning agriculture, countryside and farmers. Through a comprehensiveinvestigation and analysis on the development status both at home and abroad, The FifthPlenary Session of The Sixteenth Central Committee of The Chinese Communist Party putsforward an historic development strategy, named Socialist New Village Construction. Thismovement itself in China is a modernization process, carrying the solution to deal with theissues among which farmer problem is the most serious and critical one. Anyhow, theimplementation to this policy can be considered as the way that helps peasantry graduallyrealize modernization, on other hand, the realization of peasants’ modernization woulddefinitely have a positive effect on the construction of rural areas in return. During theconference of The Twelfth Session of The National People’s Congress, president Xi delivereda speech about “Chinese Dream” and pointed out that the dream definitely relies on thepeople to make it come true. Living in a newly-built beautiful rural area is a dream forhundreds of millions of peasantries. Since the farmer is the vital force in both creation andbenefit, they need playing a predominant role to devote themselves to new socialistcountryside construction in rural reform and development, working together to tackle theexisting and potential problems so as to successfully complete the project of establishing themost satisfying pastoral countryside in the end. Therefore, the farmers, agriculture,countryside, all of them share breath together with a same destiny. Under the new era, it isessential and increasingly important to further study the predominant position of peasants soas to promote the construction of new village project and keep it on soundly and smoothly.
