Environmental problems are quite serious in China, "treatment after pollution", "deterioration after improvement",this development model is no longer suitable for our country. Since the 1990 s, environmental NGOs, as non-profit organization, play an very important role on arousing the public awareness of environmental protection, promoting public participation in control and reduce the environmental pollution and other aspects. Compared to other non-profit organizations, NGOs are more voluntary and civil, its development and governance needs much more stronger incentives mechanism. Therefore, as a power and a source of long-term development, a thorough incentive mechanism has a far-reaching significance in terms of environmental organizations. Due to the environmental protection organization has the cultural homology both in mainland and Taiwan, the historical background of similarity, and the outstanding performance of the Taiwan environmental career, there are much more significance in reference compared with western developed countries.In this article, based on the delegation-agent theory, by using the research method of depth interviews, questionnaires and comparative studies and so on, stating the OGE’s current development status both mainland and Taiwan, try to do some empirical research and comparative analysis on internal incentives mechanism in order to explore the key elements that effect the operation of incentive mechanism. Contrast both in the aspect of current internal incentive status and effect of homogeneity and heterogeneity, the study found that the Taiwan local environmental protection organizations’ internal incentive mechanism have stronger effect, this has a significant relationship with the development of "specialization, professionalization" path. Compared with Taiwan, NGOs in mainland is still a gap in the material incentive and long-term incentive, but in terms of system design and organization structure, these are something worthy of reference for Taiwan.Hereby, through the contrast research of NGOs in the aspect of internal incentive mechanism both in mainland and Taiwan, also with the help of cases study enriched the research perspective of nonprofit organization, and discuss the application in management field using delegation-agent theory in the nonprofit organization. In practical, analyze the characteristics, advantages and disadvantages of OGE’s incentive mechanism on both mainland and Taiwan, we aim to improve the overall standard of non-governmental environmental organizations on environmental management.
