Study Of Synthesized Transport Regulation System Of Shanxi Province

Laws and regulations is the premise and guarantee to promote the healthy development of transportation and maintain transport order and public interest. Therefore the most important and urgent problem of transport legal construction which needs to be solved is to carefully study and actively promote the construction of synthesized transport regulation system.Currently,shanxi province has developed rapidly in the aspects of road construction,road transport,sea transport,etc. Provincial People’s Congress of shanxi province and the provincial government issued a series of local laws and government regulations to meet the needs of transport development,which has great significance to transport development of shanxi province. However,with the rapid development of the transport sector,new problems and contradictions emerge,some legal gaps in the transportation sector appear,and some original laws and regulations are not adapted for social and economic development situation as well.Therefore,combined with the actual needs of the transport industry of shanxi province,state laws related to transportation,local regulations and government regulations should be carefully combined.Laws and regulations which need to be promulgated and current laws and regulations which need to be consummated,which has great practical significance to comprehensively construct synthesized transport regulation system of shanxi province and promote law-based administration of integrated transportation.This paper aims to study the construction of transportation legislation system of shanxi province,and try to analyze the current legislation of shanxi province.On the basis of that,content of current local transportation laws and government regulations which need to be supplemented and innovated,revised and improved is put forward to adapt new request which is that administrative supervision of comprehensive transportation should be combined with services.Results reflect as follows:Firstly, by the study of connotation and architecture of integrated transportation regulation system and other related content,theoretical support for the comprehensive transportation regulation system of shanxi province is provided.Secondly,by analyzing the current situation and problems of the construction of transport regulations of China and shanxi province and extensively studying experience in other areas of law-building and research,requirements of integrated transport development of shanxi province to construction of rules and regulations are described.Problems and difficulties during building regulation are analyzed.The method to ensure the security effect of transport rules and regulations construction to healthy and steady development of integrated transportation is discussed.Thirdly,by proposing series of legislative proposals of integrated transportation of shanxi province,and building comprehensive transportation regulation system of shanxi province,all field of comprehensive transportation industry basically achieve no legislative gaps,chaos and disorder situations are reduced which are caused by no laws to reference and individual legislative provisions not meet the actual situation,and original legislation has a higher level promotion of quality.Moreover,institutional safeguards level of development of comprehensive transportation industry of shanxi province has been further improved.
