As the grass-roots political authority in our country, local government is an important component of government system and it is responsible of executing the policies of central government and governments of higher levels, solving the social affairs and maintaining the social order in the region within the jurisdiction. In the face of various crisis accidents occurred, as the management department that directly deals with the accidents and the critical force of executing the public crisis management, it plays a very important role. For China that is in transition, it has become an important challenge for the local authorities of our country to deal with the public crisis timely and effectively. At present, the local government is in the process of transition from omnipotent government to limited government, and the transition from management type of government to the public service type of government. There is plenty of room for improvement regarding the treatment of public crisis: crisis management system lacking institutionalization and legalization, there are some shortcomings in the resilience, informationization ability, training ability for subjectivities and maintenance ability for the rights of the citizen of the local government. There are some deficiencies in the crisis prevention consciousness and emergency response mechanism etc. Furthermore, the public crisis handling ability of the local government directly relates to and tries out the administration structure and ability of the government. This makes it necessary for us to carry out research on the public crisis management ability of the local government to facilitate the normalization and perfection of crisis management system of the local government. It will play an important role in disaster reduction and prevention to improve the ability of local government in the handling of public crisis. This can reduce the loss due to the public crisis to the minimum and it has active effect on the establishment of harmonious society.This paper takes Rudong County, Nantong City, Jiangsu Province as the example, states the structure and characteristics of the public crisis in the county, seeks the defects, deficiencies and reasons that exist, summarizes the current situation and problems of the public crisis in the rural areas, systematically analyzes the problems such as the needs of management of the local government regarding the public crisis management, lacking of part of the management ability on the handling of crisis etc., proposes the countermeasures of strengthening the crisis management ability of the local government: Strengthen the legal construction to make the work have law to abide by and make the work abide by the law, make the implementation of law strict and ensure that law breakers be prosecuted. Perfect the management system and establish sensitive alert system and professional institutions that have clear labor division. Perfect the informational decision making system, prevention and emergency handling mechanism, public participating mechanism and rehabilitation mechanism. Improve the emergency handling ability of the local government. Open up the information propagation route, perfect the information report system and information issuance system, fully exert the active role of the media and improve the information communication ability of the local government.
