How to promote teachers’career development and enhance the validity of the classroom instruction are quite prominent problems in our country’s new turn elementary education curriculum reforms.Also it is which must be solved urgently in the teachers’ practices.Facing the New Curriculum Reforms, how does the high school biology teacher enhance the classroom instruction efficiency furtherly? Regarding this, high school biology classroom instruction valid standard in the new curriculum which is formulated in this article should have the directional function, provide the instruction for the biological teacher.It should urge teachers know further practically implement about the new curriculum idea, and change their tradition classroom instruction process, content and method, enhance the classroom instruction validity.This article is on the basis of the literature researching. It has carried on the limits about the concepts:"effective", "invalid", "the low efficiency", "the negative effect", "classroom instruction validity" and "effective teaching", "classroom instruction valid standard". And it has carried on the outline of the present domestic and foreign research situation about the classroom instruction valid standard.Also it make the detailed outline of the theory basis on how to formulat the classroom instruction valid standard. Moreover, this article further analyzed the influence factors of the classroom instruction valid through interviewing multi-high school biology teachers.In this foundation, this article take developing the classroom instruction valid standard of high school biology in the new curriculum as a master line.First unified the related literature material and the interviewed teachers’opinions, this article has initially obtained the target system of the high school biology classroom instruction valid standard. Next it carries on screening to this target system by used the essential characteristic survey procedure. In view of the screening target, this study further draws up the appraisal main point of the standard, and carries on the further revision appraisal through the Delphi methord about the main point which draws up. Then I take that the teacher basic quality, teacher’s teaching activity, student’s learning activity, student’s study effect and the teaching characteristic as the level target.Each level standard contains certain targets, altogether 17 items.Finally, I use this standard to appraise some classroom instruction through some quite different teacher. And to the appraisal result and student’s questionnaire survey result, I conduct the quality research to the formulation standard, namely to the standard scientific nature. Also the validity carries on the appraisal.At the same time, according to the deficiency that raised by the teachers who use this standard I do some further revises.The above researching demonstration present that this paper has certain scientific nature.This standard pays great attention to the validity on the teachers’teaching and the students’studying.And appraises the classroom instruction validity by the students’ participates in the study or not. This paper pays attention to the discipline teaching characteristic, and proposes the relative standard that can help the high school biology teacher to enhance their classroom instruction valid. So it has certain innovation and usability.
