Study On Evaluation And Countermeasures Of Population Internal Balanced Development In Hebei Province

Population is the subject of social and economic activities, the important factor thatimpacts sustainable development. The dynamic balance among various element-changes ofpopulation is the core and foundation of population balanced development. Therefore, internalbalanced development of population is the necessity of population balanced developmentstrategy and sustainable development strategy.At present, population of Hebei Province, is facing a complicated situation that thequality，structure and distribution etc intricate together. Therefore, one-sided or isolatedunderstanding of population development is outdated. We must evaluate internal balanceddevelopment of population standing on the overall height and grasp the development ofco-ordination among the various elements of population.After absorption and learning from the theory of population internal balanceddevelopment，evaluation methods and evaluation index system, this paper carried out anempirical evaluation on the population internal balanced development of Hebei Province fromthree aspects such as development level of population, internal balanced degree of populationand internal balanced development degree of population.By analysis, the author came to thefollowing conclusions: First, the population development level of Hebei Province has been onthe stage of middle development, and the various elements of population show asynchronoustrend;The internal balanced degree of population has been in the verge of an unbalanced state,and mainly because of the asynchronous trend of population structure.Second, the restrainingeffect of population quantity on the population internal balanced development is beinggradually weakened, but the pressure of population growth is still there;The populationquality bottleneck of population internal balanced development in Hebei Province is beingimproved, but the restraining effect is still significant;The population structure restrainingeffect on the population internal balanced development in Hebei Province is graduallyemerging, and it is becoming the main obstacle. Third, to achieve population internalbalanced development in Hebei Province, we require series of linkage policy, but adhering tothe emphasis. Therefore, we should maintain a moderately low fertility level and take variousmeasures to solve the problem of population structure and population quality at the sametime.
