Analysis Of Public University Higher Organizational Effectiveness

In recent years, the reform of our public colleges and universities is orderly preceded and has also been made a lot of progress in the fields of ownership structure. Although public university’s higher education has been changed largely and make great progress, but some situation like the disorder of political and school, regardless of administrative situation still exist. It means the system of competition is not yet formed. Organizational economics is a new branch of economics since1980s, it cross many disciplines in the field of organization and integration and also is a new systematic economic disciplines; it explained a lot of economic theorys. From the a branch of organizational economics-Williams and Coase’s transaction cost economics, this paper is trying to find theoretical support to explore the problem of public universities in China. From the perspective of transaction costs and property rights theory, this paper will make some suggestions to the question about the low organizational effectiveness of public university.This research consists of5parts:Part Ⅰ:This chapter describes the origins of research, the purpose of research, literature review, the significance and methodology of research.Part Ⅱ:The university organizational effectiveness. First, the basic definition of the concept, including organizational effectiveness, university organizational effectiveness, as well as colleges and universities transaction costs; analyzed from an economic point of view on the significance of the existence and university organizations.PartⅢ:The transaction costs of our public universities is still higher. This study analyze the property characteristics of public universities to start from a property rights point of view, the X-efficiency management system of tripartite face of public colleges and universities transaction costs too much problem and constructed the university organization model,included macro and micro model.PartⅣ:This chapter show our country public university’s general rule of organizational effectiveness by the comparative of public university and foreign financial revenues and expenditures.PartⅤ:Establish the modern university system.It is the Trinity of board of directors, president and teachers congress.The establish of this system can ensure teacher’s rights,diversify the public university investment subject,increase the organizational effectiveness.
