In accordance of the call of the State Council,in2009, Guizhouprovince formulated guidance of performance pay in compulsory schoolin Guizhou and implement the policy since June,2009. In the past fiveyears, the implement of policy improved wages of teacher in compulsoryschools, encouraged lots of teacher to engaged in education cause, andpromoted the development of compulsory education. However, there alsoexists some problem. To some extent, the management of compulsoryschool was influenced. Therefore, it is important for us to find out andsolve those problems during the implement of policy.In this study, I analysed the implementation of performancerelated pay policy in middle and primary schools in Yuping from fourdimensions: policy, implementators, targeted groups and environment.This analysis was based on the Smith Policy-Implementation-Processing Pattern and tried to find out problem according to datacollected in questionnaire survey. The causes of those problems can bedivided into four types according to the four dimensions. First, the policyitself is unclear and limited; Second, the implementators are organized inan improper way and have a poor executive ability; third, the targetedgroups were complex and had low satisfaction with the policy; fourth, efficient feedback, supervision and implementation were not existed inthe society. So I’d like to give four suggestions according to the fourdimensions. Firstly, the policy should be promoted and become morescientific and feasible; secondly, the quality of those implementators andthe process of implementation should be improved; thirdly, the quality ofthe targeted groups and their satisfaction with the policy should also beimproved by propaganda and guidance; fourthly, a better policyenvironment should be constructed and the supervision should beenhanced.
