In the latest decade, with the change of higher education’s developing strategyin China, independent college appears successively and becomes a decisive part ofhigher education gradually. The appearance of independent college expands the scaleof undergraduate education, satisfies the requirement of educational popularizationand cultivates the applied and skillful personnel who combine basic theory withpractice Closely. However, currently, there are some problems with the developmentof independent college. If the problems can’t be solved in time they will definitelyaffect its healthy and sustained development. The key issue of the problems is thathow to upgrade the competency of their teaching staffs so as to improve the teachingquality and cultivate talents our society call for.Firstly, the author makes the collation and review on more mature theories,approaches and research achievements about competency model. Secondly, thisthesis analyzes the current situation and problems on teachers management in Scollege. Thirdly, according to the development strategy of S college, the thesismakes the survey and analysis on teachers quality and establishes the teachercompetency model based on the development strategy of S college. Finally, basingon the teacher competency model, this thesis offers guarantee measures to theapplication of teacher competency.To the problems on teacher management in S college, this thesis establishesthe teacher competency model based on the development strategy of S college.which will help S college and the similar colleges realize optimal allocation ofresources and be considered into the improve ment of teaching quality and teachinglevel.
