Currently, there are approximately one hundred thousand college counselors in colleges and universities of all levels in China. Personnel’s training in colleges and universities is becoming increasingly important because the counselors’work in higher education is put in the first line. Furthermore, managers in university generally give high priority to the construction of the counselor team. As a result, the professional development of college counselors’ has become a research hotspot.This article investigates the prevailing management theory, the theoretical fulcrum of which is the competency theory. Through exploration of the emergence and development of college Instructors system in China, the further changes of their working content reveals the essence of counselor work. The45competency factors of eight dimension of University Counselor’s competency model are introduced by the combination of the competency model theory and the literatures and documents.Based on the competency factors in competency model, this article investigates the current university counselor competence status and influence factors of the counselor competence through the questionnaire survey. According to the results of survey, there are some barriers to achieving counselor competence factors such as unreasonable counselors’team structure, its low overall quality and more importantly, the lag of the management system of counselors in colleges and universities.The article studies in some related issues about the construction of instructors’ specialization, and draws the conclusion that specialized construction should include two aspects, one is academic training, which means setting the specialty of college student instructors or the specialty of professional development of student guidance, and this can be pursued in universities of good conditions. The other is establishing professional security system, which means promoting reform and innovation in recruitment system, training system, evaluation system and incentive system among hired counselors in colleges and universities and giving systematical guarantee for the professionalization and development of counselor team. This is the only way to realize and implement the professionalization of counselor team, to build a high quality contingent of counselors, to cultivate talents and make due contributions to in colleges and universities.
