Science and technology are the primary productive forces. With the government’s increasing attention on the importance of science and technology, in recent years, the scientific and technological(S.&T.) activities in China have made remarkable achievements. As an important component of the S.&T. innovation system, colleges and universities have improved substantially on scientific research and innovation abilities, and borne a number of major S&T achievements, gained breakthroughs on a number of core common technological problems. In 2013, a case study of Liaoning, colleges and universities undertook nearly 30,000 various items of S.&T. topics, with the total S.&T. funds exceeding 6 billion yuan.Colleges and universities of Liaoning Province have achieved noteworthy success in S.&T. work, yet simultaneously, the construction of S.&T. management team is of special importance. Currently, there are about 600 S.&T. management in Liaoning, shouldering the S.&T. administration of more than 100 colleges and universities, involving the vital interests of more than 60,000 S.&T. staff – a difficult task and big responsibility. How to strengthen the construction of S.&T. management personnel in colleges and universities in Liaoning Province, and how to raise the efficiency and level of management, are questions worthy of further research.Studies of competency model are more concentrated at the manager level of enterprises, while relatively scarce for other occupations of other organizations, such as university administrators, especially S.&T. management team, whose competency has not been systematically studied. In this research, S.&T. management team in colleges and universities in Liaoning Province is divided into three categories: first, the management of Educational Administrative Department in charge of S.&T. bodies; second, the leaders of the S.&T. management in colleges and universities; third, the S.&T. management staff in colleges and universities. These three groups compose the S.&T. management team in colleges and universities. Through literature review method, behavior event interview method, questionnaire survey method and statistics analysis method, the competency model of Liaoning Province’s college and university S.&T. management team is established in the study, in which the differences between competent and common S.&T. management staff are compared on the six level elements including knowledge, basic capacity, personality, working attitude, management capacity and values, to conduct an in-depth research on existing problems of the S.&T. management team. On this basis, competency model will be applied to team recruitment, training, assessment and the selection of cadres. For the existing problems, development strategies are advised from the aspects including conceptual changes to enhance service awareness, staff training, staff education, communication mechanism establishing, etc., i.e. through the ways of establishing incentive mechanisms, constructing the learning-type organization and conducting specialized construction and scientific management towards S.&T. management team in order to provide reference for the construction and development of the S.&T. management team of colleges and universities in Liaoning Province.
