Private education, as structural supplement of education system, plays more and moreimportant role in the whole national education system in China. It has aroused wide attentionfrom society. How to strengthen the management of private education has become animportant topic of public management and administrative management.Yangjiang is a lessdeveloped area in the west of Guangzhou. Research on government behavior for thedevelopment of private education not only helps to deepen the understanding and reform tothe government behavior in Yangjiang, but also helps to enrich the interdisciplinarytheoretical research on private education.In this article, we first demonstrated that the necessity and importance of privateeducation especially primary education in the national education system under the theoreticaldimension of market malfunction and new public management. And we discussedgovernment behavior in the less developed areas under the economic dualistic structure.Secondly, we analyzed the existing problem in the development of private education inYangjiang from the micro level. Private education in Yangjiang displayed the characteristicsof system improved, quality significantly enhanced and mechanism continuously innovated,while imbalance between overall scale and the actual effect dilemma, low-level teachingquality dilemma and teacher qualification management vacancy dilemma as the shadowfollows the form. The government in Yangjiang adopt encourage, support, supervision andmanagement behavior on private education, while misunderstandings of private education,unsound coordination mechanism, unfulfilled function implementation and limited serviceareas weaken the effect. Finally, on the basis of the government behavior mode and methodfor the development of private education in other cities, we explored the local governmentbehavior in Yangjiang to break the bottleneck of private education development and promoteprivate education development. The government should adjust its position of "at the helm"position to cope with the development of private education, grasp the "baton”, allocateresources between "public education" and "private education" reasonably and make a positive,effective regulation and management. To improve the government behavior for thedevelopment of private education in Yangjiang, the government can adopt the following strategies:(1) rely on the market mechanism and improve the policy system;(2) increase thefinancial input and attempt to explore classification funding mode;(3) change the role ofgovernment to provide support services.
