The “National Medium and Long-term Education Reform and Development Plan(2010-2020)” pointed out that it is necessary to establish a government-led,society-participated and public-private-both-valued pre-school system,to develop public kindergartens actively and support the private kindergarten vigorously.Therefore,it is obviously that the private pre-school education has a bright prospect according to the document.As the leading institution,the government plays an important role in the development of private pre-school education.Based on the government regulation theory,this paper studies the government behavior in the development of private pre-school education.This paper expounds the current status of government behavior in the development of private pre-school education,and analyzes the existing problems such as inadequate laws and regulations,insufficient fund investment,ineffective policy implementation,inadequate supervision through literature research method,questionnaire survey method and interview method.The main reasons for these problems are the fuzziness in the subject of government responsibility,insufficient awareness of the importance,unscientific regulation method and imperfect supervision mechanism.On this basis,according to the government regulation theory and the experience of government behavior in the development of private pre-school education in other regions,the government is required to use reasonable regulation tools to transform the government functions and improve the efficiency of government regulation with the help of Private Preschool education Industry Association,New Media.While improving the investment of private pre-school education,promoting policy formulation and providing sharing quality resources,the government also need to improve government regulation,improve the access and exit mechanism,implement hierarchical management so as to make the development of private preschool education more healthy.
