As the national and social elite, the comprehensive quality and professional ability level of thetalent team directly influences the realization of a well-off society and the implementation of talentstrategy goal. The construction of local colleges and universities talent makes a great contributionto upgrading local industries and promoting national quality. With the rapid growth of country’seconomy, the internationalization of higher education level is more and more high, training andmobility of college talents become the focus of the development of colleges and universities. Localcolleges and universities is not dominant in the resources and the policy, how to build the talentteam, promote the level of running a school and fully improve the local economy and nationalquality in ways such as teaching, scientific research and industrial services has become the keyconstruction in local colleges and universities.In this paper, the integrated use of the literature analysis, questionnaire survey, empiricalanalysis and interviews on the research, revealing the present situation, measures, effects andproblems in construction of university personnel in Zhejiang and extracting the significance of thestrategy to China’s other provinces and cities.This paper is divided into five parts. The first part is introduction, proposing the backgroundand practical characteristics of talents construction of local colleges and universities, focusing onthe analysis of existing research and its shortcomings and putting forward research ideas. Thesecond part is comparative analysis. According to the experience and enlightenment of domesticand international related research, reviews the research literature, analysis the existing experienceof construction of talent team in colleges and universities. The third part is the analysis of theuniversity personnel data and its present structure in Zhejiang province, introducing the measures,effects and progress of university personnel construction in Zhejiang Province. Roughly frompolicy formulation, the introduction and training, leader of top-notch, internationalization of talents,professional development, system reform these6aspects adopt a series of measures, play asignificant effect in promoting the university level, to serve the regional economy ability and thetalent make the province stronger. The fourth part is the analysis of the existing problems andreasons colleges and universities talent team construction in Zhejiang province. The work hasmade some achievements, but also exists some problems, such as lack of talent resources gross,personnel structure should be optimized, high-level talents and the platform of scarce, the youngteachers’ professional development and life security, teachers how to keep the academic moral, asthe same time analyzing the causes of the problems from the corresponding ways. The fifth part is the countermeasure of Zhejiang colleges and universities talent team construction. Put forward thescientific planning, resource planning, funds guarantee, reform the system, strengthen the high-endtalent, focus on professional development, strengthen international level, and strengthen the moralaspects as to promoting Zhejiang province colleges and universities talent team construction.
