Talent is the first resource for the development of local undergraduate colleges,the talent team construction is the central task of talent development.With the "overall plan to promote world-class universities and first-class discipline construction" issued,the local undergraduate colleges continue to strengthen the construction of talent team,and strive to create first-class talent team.However,compared with the state-deployed universities,local colleges and universities have a weak base of talent construction and lack of attractive talents.Optimizing the incentive mechanism for the construction of talent team in local universities the motive mechanism of this Organization,improving the construction of talent team by taking the task of high level talents and highly skilled talents as the main motivation,all above,are helpful to stimulate the construction vigor of the talent team in universities,to promote the construction of the first-class teachers in universities,and to achieve the goal of "high level" and "Double class" university.This article is divided into seven parts.The first part is the introduction.Based on the literature review,it introduces the research background,puts forward the research questions,introduces the research purpose and research significance,and summarizes the research status at home and abroad;The second part defines the concept of incentive mechanisms,talent team,and local universities,and then elaborates the theory of demand hierarchy,two-factor theory and fairness theory.The third part takes 10 local universities in Guangdong Province as research samples,and on the basis of field research and data collection,describes the status and existing problems of talent team incentive mechanism in sample colleges.The fourth part is based on the comparison of the incentive mechanism between universities at home and abroad,and obtains the beneficial experience of improving the talent team incentive mechanism in China's universities.The fifth part is based on the analysis of the status and problems of sample universities and colleges,combined with the beneficial experience of the incentive mechanisms of universities at home and abroad,and put forward suggestions for countermeasures.Suggestions are made in the following aspects: people-oriented design incentive system,scientific design salarysystem,equal emphasis on material and spiritual incentives,rigid incentive sand flexible incentives,optimized job placement system,perfect talent team evaluation system,and dialectical unity of incentives and constraints.The sixth part is the conclusion and discussion,summarizes the full text,and discusses the deficiencies of the study.Through research,we have formed the following understanding:(1)Talents are getting more and more attention.With the promotion of innovation-driven strategies,the country,provinces,and universities are all earnestly implement the essence of talent-driven requirements to strengthen the introduction,management and incentive measures of teachers.(2)The local universities in Guangdong Province have made great progress in the introduction of talents.However,because of the relatively backwardness of the concept of talent management and the solidification of the personnel management system,there are still some deficiencies in the incentive mechanism of talents in local colleges.(3)Local colleges and universities in our country should learn from the beneficial measures taken by universities at home and abroad to optimize job appointment formulation,compensation incentive mechanism,and performance evaluation system.(4)The encouragement mechanism of talents in local colleges and universities is an important part of building a first-class teacher team,enhancing the influence and comprehensive strength of local colleges and universities,and building it into a "double-class" university,so,the local colleges and universities should pay enough attention to explore the beneficial measures to implement the incentive of first-class talents.
