As the progress of times and the development of the higher education,local colleges and universities are playing more and more important roles in China’s higher education.They are undertaking the important tasks to implement the human resource strategy of China and helping local talent training,which is the vital power to development our higher education vigorously.The teacher is the main part of talent training activities.It’s essential for high quality talent training,improving competitive power and achieving the sustainable development of local colleges and universities to build a teaching team that has reasonable construction,excellent teaching level and top research level.In recent years,China pays more attentions to developing overall strength of higher educations and started the“985”,“211”and " Double First-class”colleges and universities construction projects.Besides,some institutions also organized many evaluation activities for colleges and universities about their comprehensive competitiveness,professional level and so on.Among these evaluation activities,the index of requirement for teachers is becoming higher and higher.Therefore,if local common colleges and universities want to carry out top higher education,improve overall power and train more high quality talents,it’ s necessary to optimize the teaching team.There are 78 local common colleges and universities in Heilongjiang province.With the influence of local economy status,educational resource allocation and other factors,the teaching staff of the local common colleges and universities has a certain degree of weakness compared with the major domestic universities.The key for local common colleges and universities of Heilongjiang province to realize the sustainable development is to strengthen the construction of teaching staff effectively.By referencing the evaluation indicators about teaching staff in "Double First-class”colleges and universities construction and Chinese overall competitiveness evaluation of colleges and universities,and combining with relevant theories,sorting data,analyzing data,researching status,questionnaire survey and so on,this paper deeply exploits the status of teaching staff in local common colleges and universities in Heilongjiang province and finds that the basic construction of teaching staff is unreasonable and their teaching and research level needs to be improved.What’s more,this paper analyzes the problems from inside and outside of local common colleges and universities.Then it gets some enlightenments about cultural development,talent policy,teacher treatment,teacher training and so on from the advanced experience of teaching staff construction in American,England,Germany,Hangzhou Normal University,Sichuan University and Tsinghua University.Finally it offers some advice in four aspects that includes optimizing the structure of teaching staff,improving the teaching level,promoting the research level and reforming the management system deeply for local common colleges and universities in Heilongjiang province to optimize their teaching staff so as to help the common colleges and universities to train high quality talents,improve their overall competitiveness and achieve the sustainable development of higher education.
