After more than three decades of China’s policy of reform and opening up,China has changed dramatically in terms of society and economy with unpeeledstep. The pace of modernization is greater than ever. The pace of development ofthe internet has reached the high top. At the end of December of2012, the internetusers in China have reached564million, with42.1%penetration rate of Internet.Among all Internet users, the group with tertiary and higher education has been to96.1%in2011. In the sixties and seventies of the20th century, the problems interms of the network responsibility in the Western developed countries during theprocess of the development of the internet has also risen up in the Chinese society.This lays sound background of times for the research on network socialresponsibility for the students in the universities and colleges. The study on thesense of responsibility of contemporary students of the universities and collegeshas important theoretical significance and application value. Nowadays thecharacteristic of the society is pluralistic with all kinds of views mending together.The concept of responsibility has also become more diverse. But no matter howdiversified the society is, it always needs the people who have strong socialresponsibility so that the human society will be civilized with progress. TheInternet is a special virtual society. At the same time, it is the refraction andreflection of the real society we live. The social responsibility on the Internet is anextension and expansion of traditional social responsibility, which is also theproduct of the combination between the social responsibility and the informationalInternet. College students are a special group in the society who represent the newtechnologies, new ideas with high level of national culture. That is to say thecollege-educated students can represent the popular culture and stand the top ofthe group which pursuits the most popular things. Therefore, the college studentsshould strictly abide by the Code of Conduct with correct outlook on life, values,aesthetics, the ideological and moral cultivation. They should have good socialskills and social practice basing on high quality. And through accepting the qualityeducation in terms of the moral culture, professional knowledge, mental andphysical aspects, they can improve their basic qualities so as to lay a solidfoundation for the pillars of the country. It can be sure that college students areundoubtedly the leading group of the groups on Internet. It is not only the needs of the times but also the supplement to the advanced culture on the internet tocultivate the society responsibility on the internet of the college students. So theycan surely represent the most popular culture.This article wants to explore the cultivating of the social responsibility on theinternet in terms of college students, which includes four parts. In the first part, itmainly gives the background and significance of the study with status, ideas andmethods as well as innovation. In the second part, it tries best to explain clearly onwhat the social responsibility on the internet is and the target of the cultivating onit. Then it uses the cultivating concept of cognition, emotion, will and behavior torich the content of the social responsibility of college students on the internet. Thethird part is mainly the analysis and the reasons for the problem on the socialresponsibility of the college students on the internet with some realities. In thefourth part of, it develop some ways and means to improve the step of cultivatingthe social responsibility of the college student on the internet. It introduces threemain ideas including teaching methods of the case on the internet, communicationand guide on the internet as well as the practice law on the internet. There are fourpathways in this article to realize the purpose to cultivate the social responsibilityof the college students on the internet. That is the family, school education, socialrules and regulations and self-management. The write hopes that the cultivatingcould be success. In this article, I also strive to build viable mechanisms to step upthe cultivating on the social responsibility of the college students on the internet.There are three mechanisms which are purposed in this article, they are themechanism of behavior specification on the internet, the mechanism ofenvironment purification continually on the internet as well as the convergencemechanism of laws and regulations on the internet and self-controlling.
