The development of higher education fallows the rule of human history as otherthings.Looking for a new balance that can replace the backward and declined status.Theview of higher education quality is not invariable.It experienced the transform from eliteto popular,form centralized to multiple,and more people or organization involved in it.Then higher education will inevitably suffer from the impact of market logic. Newliberalism theory is an insurmountable barrier during the studying process of highereducation quality revolution as a typical representative of market logic. New liberalismpolitical reached a marked by the "Washington consensus" in1990, and officially as abanner in the field of ideology turned into the field of higher education.Entire study was supported by New liberalism,the transformation of the view ofhigher education quality as the research object. The methods of literature analysis,historical analysis were used. The influences that the USA, the Britain, the Japan andthe India at the ends of the20th century to be used to explore the factors that the viewshifts of higher education quality. The factors mainly included value pursuit factorsfrom itself, necessarily factors from international environment and factors from highereducation itself. The sound development of the view of higher education quality of ourcountry cannot go on without the responsibility of must,need and will based on socialreality.
