For a long time, resulting in lack of government investment preschool becomesthe weakest link in the national education system, seriously affecting the healthydevelopment of preschool education. However, all levels of government have abounden duty of the development of preschool education, and the primaryresponsibility for the development of pre-school education is government investment.Therefore, the establishment of government investment to support and continuouslyimprove the level of pre-school education is not only a necessary requirement toensure funding for the intrinsic value of preschool education, but also to develop thepractical requirements of preschool education.In the action plan for implementation during the preschool years, Gansu Provinceas a sample, been explored the basic situation of pre-school about governmentinvestment and its problems in the three-year of action plan. The purpose is to helpthe development of pre-school education of future career process and to provide morescientific and reasonable reference for Gansu Province.The study used questionnaires given" The government questionnaire ofPre-school about Gansu province in the planning of three-year action " to investigate76counties and144kindergartens in Gansu province. The study found:(A)The government investment funds have a reasonable proportion in fiscalpreschool education budget, and increasing year by year. And the total investment isrelatively abundant.However, it is likely to cause financial pressure on localgovernments.(B)In addition, all levels of government investment are increasing the funding ofpreschool year by year, and the local government invest larger than the centralgovernment.(C) The government allocation the funding of Preschool in urban (51.1%) andrural areas (48.29%) of the average ratio gradually becomes more balanced, andgradually tilted to the countryside. However, the distribution structure of governmentinvestment has not reasonable, showing a "heavy infrastructure, light Education and Training" trend.(D) A single structure of the government investment, invest more in the townkindergarten, public kindergarten, provincial demonstration kindergarten than therural kindergarten, private kindergarten and other ordinary kindergarten.(E) The Government has put on the lack of fiscal policy to protect funding forpre-school education, it is difficult to ensure the stability and strength of governmentinvestment fundamental.(F) The subsidy policy of government investment on pre-school education is notperfect.To solve the above problems, the study proposes the followingrecommendations:(A) to increase government investment in pre-school education.(B) to establish the special funds of pre-school for transfer payments.(C)Adjust the distribution and concerns teacher training.(D) to expanse the benefit surface of government investment.(E) to develop the mechanisms for the government input and to providesafeguards of policies for the development of preschool.(F) to establish funding system and improve pre-school education for childrenfrom economically disadvantaged families.
