This research focuses on the county C public kindergarten under the "Shaanxi Province pre-school education three years action plan", which is based on the qualitative research. In the meantime, the director of the county C kindergarten, teachers and some parents have been interviewed through open type and half open type, and the research analyses the objects which demonstrates the conditions on the administration of the county C public kindergarten.Besides, the objective statement and study of the conditions on the administration of the county C public kindergarten is mainly for hardware facilities, the kindergarten’s composition, the administrative system, teaching and education. Obviously, the hardware facilities, the allocation of resources are basically complete while the utilization rate and ability of the kindergarten is relatively low; Meanwhile,, the development is slow, the administration has disordered; Most importantly, system construction adhere to the "formalism". For instance, the teaching activities are not regular, and it lack of local curriculum.The issue represents the original of new-built public kindergarten under new policies with the purpose of discovering the teachers’ working experience, feelings and their problems from their viewpoint. Therefore, the result of the study is aim to describe and analyze the surroundings, the teaching methods, the administration as well as other ideas of C kindergarten by the approaches of "classification" and "Situational Method". The purpose is to find out the truth of the rural public pre-school education development under" three years action plans".At last, some policies should be proposed here according to the proceeding of C kindergarten and the background of city-countryside dualization:The first is that hardware facilities should "turn material resources to good account", at the same time, this area should establish and improve the localization of "kindergarten based on teaching research system" according to its own "local society" in cultural custom and geographic situation. The second is that implementing the system of employment permission, and trying to divide pre-school teachers into "certificate"(TA) and "teacher qualification"(Bishop) so as to make sure the professionalism of pre-school teachers and equality of pre-school education. Last one is that the upper government, the rural council, and the rural kindergartens should get together to transfer the pre-school knowledge and pre-school education to the parents in the countryside, with the purpose of making it become a force for rural pre-school education.
