The preschool education has not been concerned by people for long time. but with the continuous growth of preschool education to the child’s role in the growth of the excavation and the demand of the society, preschool education question has been at all levels of government attention. The national long-term education reform and development plan(2010-2020) "proposed to actively develop preschool education, solve the problem" into the park difficult ", the implementation of a three-year action plan for the development of preschool education. Preschool education has become the important at all levels of the government urgently needs to solve problems. In the context of the implementation of strict school permission system, organized kindergarten mainly for approval by the county government and the supply of preschool education is mainly by the government regulation and control of. Guangzhou Baiyun District pre-school education is huge, the foundation is weak, in 2011-2013 years of implementation of the three year plan of action for pre-school education, increase the number of supply, improve the quality of supply. But due to the existing institutional constraints, and the government in the development of preschool education have different considerations, the Baiyun District preschool education "into the park difficult", "into your garden" and regulate the kindergarten problems remains to be continue to solve. In addition, January 2016 China’s formal implementation of comprehensive two child policy, preschool education demand will in the next 3 years blowout situation. So it is necessary to further improve the supply of preschool education, and continuously meet the people into the reading needs.Through the analysis of the supply and demand situation of the pre-school education in Baiyun District of Guangzhou City, this paper analyzes the problems existing in the supply of pre-school education from the perspective of public governance. The first chapter first tells the story of the governments at all levels to realize the equalization of public services in the development of preschool education efforts to solve preschool education supply issues is of great practical significance, put forward the research methods and the basic framework. The second chapter, combined with the three year plan of the term education, introduces the current situation of supply and demand in Guangzhou Baiyun District from the aspect of demand and supply. The third chapter analyzes the Baiyun District pre-school "kindergarten crunch", "into your garden" and the school standard problem. In the fourth chapter, the main influencing factors, institutional reasons and the direct cause of the cause of the problem analysis.
