Since the initiation of China Education Information at the end of the20thcentury, informationtechnology has become an important driving force for Chinese educational development andreform. Nationwide, digital campus has played a significant role in education teaching and itsresults are remarkable. However, with in-depth advancing of Education Information, somedeep-seated contradictions have exposed gradually such as redundant construction, informationsilos, digital divide, and resource waste and so on. These problems are related to the strategy whichis with the school as the main body and others independently in the process ofeducation information construction, to non-overall-planning of education information as well as tooverall arrangement and coordinated development of the regional scale.Studying the regional promotion strategy and practice of Ningbo Smart Education, the paperhas investigated the present situations, functions and methods of Smart Education home and abroad.The article has also deeply analyzed Ningbo Smart Education achievements, problems and reasonsbehind the problems. Aiming at these problems, the dissertation will make an effort to establish theobjectives, functional orientation,content of construction of Ningbo Smart Education constructionfrom the perspective of regional promotion strategy.The paper has been divided into six parts:The first part has stated the background, value, aimsand methods of research. The second part has defined some related core concepts(mainly talkedabout Smart Education)and analyzed the differences between Smart Education and educationinformation. In addition, this part has put emphasis on discussing functions, contents, methods andresults of domestic and overseas Smart Education construction to provide valuable experience forthe next step of Ningbo Smart Education construction. The third part has mainly analyzed thepresent situations of Ningbo Smart Education construction, including achievements, problems andreasons behind the problems. It is believed in this article that basic solid of Ningbo SmartEducation construction has still existed many problems for many reasons. Therefore, Ningbo SmartEducation construction should retarget functional orientation,content of construction andpromotion strategy on the basis of the former construction. The fourth part mainly introduces thefunctional orientation and content of construction. This part is also an important element of SmartEducation construction strategies, especially the content of construction, which preliminarily givesanswer to what Smart Education is, including two aspects of infrastructure construction andconstruction of application platform. The fifth part is analyzing from the angle of methodology todraw a conclusion of five regional promotion strategies: manpower support, cooperation with government and enterprises, whole advancement, differentiation of research and development,technology drive and so on. This part focuses on completing the exploration of Ningbo SmartEducation from content to practice so as to provide the reference for other regions.
