In an open economy, the world today is facing new challenges that require a new round of revolution to save the world economy. Faced with the challenge of the new era, countries hope to promote the development of the real economy, the global economy, but China face the "world factory " in the title, in the low-carbon economy and circular economy in the background, no longer able to make China to gain advantage to industrial restructuring imperative in the international trade market, and the development of new energy industry has been put on the agenda.This paper made an in-depth analysis on the development of new energy industry of our country and of the current supporting policy, the introduction of new energy industry at home and abroad with supporting policies, on the basis of experience, combining with the relevant policies of new energy industry in Liaoning province. The actual situation and geographical advantage, industry advantage, which put forward suggestions to perfect the supporting policies of new energy industry in Liaoning province, suggested increasing the government budget in terms of fiscal and taxation policies, government subsidies and government procurement, and we will further improve the renewable new energy consumption and the fair value added tax policy system as soon as possible to establish and perfect all kinds of energy resource, environmental tax and carbon tax policy system. The financial policy increases financial support, and better the financial instruments; talent policy continues to introduce talents, training, incentive with strategic thinking and strategic decision making model of scientific and technological personnel and specialized high-end research and development of science and technology talents, promote the combination, and enhance the core competitiveness of enterprises.
