Research On The Impact Of The Degree Of Support Of The Cooperative Environment On The Behavior Of Industry-university-research Cooperation

In the context of the era of the knowledge economy,technological innovation has become the central theme of development.Joint innovation activities based on the cooperation of industry-university-research as a platform to enhance the core competitiveness of the region have gradually developed into an important part of the national innovation system.As a national economic and financial center,Shanghai has gradually developed scientific and technological innovation in recent years,and has a good foundation for industry-university-research cooperation.However,in the face of the new economic normal and increasing economic pressure,in the process of advancing the construction of science and technology innovation centers in Shanghai,Shanghai lacks innovation leadership,insufficient driving force for scientific and technological innovation,scientific research management focuses on theoretical research,light research results transformation,and scientific research output.Issues such as low level are still prominent,and these issues require the government to play an active role in it,so as to play its leading and guiding role in promoting the production,teaching,and research cooperation.As one of the important subjects,due to the differences in the organization’s own attributes and external environment,the status of cooperation between universities and scientific research institutes is also different.Existing government perspective studies,scholars mostly based on the discussion of a certain aspect,the research results are relatively single,not comprehensive enough,this article comprehensively organizes and clearly defines the degree of industry-university-research cooperation environment support,in-depth support of the industry-university-research cooperation environment support Digging and creatively classifying them into 2 categories,discussing the impact of the stimulating environment dimension and the guarantee environment dimension on whether companies choose to engage in industry-university-research cooperation,and putting forward institutional recommendations from the aspects of safeguard mechanism and stimulus policy,so that Better promote cooperation between industry,university and research.This article takes Shanghai X Park as an example,and adopts a combination of qualitative research and quantitative research.By collecting relevant documents of government industry policies and processing the data,the impact of stimulatingindustry policy factors on the industry-university-research cooperation behavior was obtained;secondly,the basic information analysis and questionnaire surveys were conducted on the companies in X Park,and field interviews were conducted with relevant companies.Managers use statistical software to analyze and process the data,and based on this,derive the impact of organizational support and supportive mechanisms.In this paper,we use data empirical analysis in the study of the impact mechanism.In terms of simply promoting the cooperation between industry,university and research,the government’s direct stimulus policy support has no positive promotion effect,but has a certain negative regulatory effect.The guarantee mechanism provided,especially the risk guarantee mechanism to avoid fraud and the security guarantee mechanism of information,can greatly promote the cooperation between industry,university and research.This is inconsistent with the general acceptance of the effectiveness of government support or promotion policies,and is also an important innovation of this article.Therefore,in order to better promote industry-university-research cooperation,the government should pay more attention to the construction of a guarantee mechanism and provide a fair and safe environment for cooperation between all parties,rather than an immediate direct stimulus policy.
