Under the further development of economic system reform, the higher education of ourcountry acquired its own reform and development opportunity. Since1999higher educationexpanded its enrollment, our country’s higher education gross enrollment ratio has kept onrising. However our country’s higher education possessed structural imbalance, the quality ofhigher education naturally becomes the focus of the whole society. Thus, the assurance,supervision and adjustment of the quality attracted the heated discussion among scholars.Compared with foreign developed countries, this nation’s power of social adjustment of thehigher education quality was still substantially weak. Vague pattern classification is one of themain problems. Accordingly, model research is significant, but at the present stage theresearch of this matter is still blank in China. Thus, only by further study of the model ofsocial adjustment can we find the root cause and the solutions of the problem.By analyzing the stakeholder theory, the theory of the public governance and value, it isproved that under the guidance of the philosophy of the value theory, the stakeholders payspecial attention to the quality of higher education, expecting that it can fulfill all sorts ofvalue appeals with high quality. According to the stakeholder theory, higher education fieldhas multiple stakeholders, such as government, universities and society, etc. As one of themajor stakeholders, society is composed of the social economic system, cultural system andsocial organizations, the three respectively in the quality assurance activities of highereducation, through their respective subject--market, the public and social intermediaryorganizations, which play different roles, and have various value appeals, forming diversequality control patterns. The three modes respectively possess operation elements,characteristics and strong and weak points. Take the market regulation in the United States,supervision of public opinion in Japan and the evaluation of social intermediary organizationin the UK as examples, which have provided theoretical and practical experience for themodes building in our country. Thus, on the basis of summary and study above, then makinga survey of the analysis about the current situation and problems in our country as well as theproblems of macro and micro factors, it puts forward strategies to construct our socialadjustment mode of higher education quality.
