Research On The Adjustment Logic And Optimization Strategy Of Higher Education Structure

At present,in the face of the world's "new technological revolution" and "new industrial revolution",the regional higher education structure adjustment in China has always been a key issue of national concern.Taking Zhejiang Province as an example,the integrated regional development of the Yangtze River Delta and the construction of the Zhejiang Greater Bay Area have put forward new requirements for higher education in Zhejiang Province.Based on the existing literature,this study sorted out the interactive relationship between the higher education system and the socio-economic system.According to the theory of the internal and external relations of education,this study clarified the ideal state of the regional higher education structure,guiding and supporting the regional economic as well as social development to achieve the free flowing of each element.Then,an evaluation system of the regional higher education structure rationality was constructed.Taking three provinces and one city of the Yangtze River Delta as a sample,the current situation of higher education structure in Zhejiang Province was analyzed from the perspective of comparative evaluation.Its development opportunities and challenges were explored and the reasons were deeply analyzed.The study found that the main reason behind the weakness of higher hierarchical structure and scale structure of Zhejiang's higher education is that there are a small number of high-level universities in this province.The second-tier institutions in the province is not great enough.Enhancing the comprehensive strength of universities is the key to raising the level of higher education.In addition,Zhejiang's higher education discipline structure does not adapt to the development direction of the Yangtze River Delta,mainly due to the need to improve the regional interaction mechanism.The contribution of this research is to analyze the deep problems based on the current situation of the structure of higher education in Zhejiang Province,and point out the feasible path to raise the level of higher education in Zhejiang Province,including strengthening the construction of high-level universities,accelerating the introduction of high-quality higher education resources,optimizing the spatial structure in the province,accelerating classified development and management,connecting industrial transformation and upgrading,flexibly adjusting disciplines and specialties,establishing corresponding systems and mechanisms,and improving governance capabilities.It is pointed out that promoting the flexible flow of higher education elements is the top priority of Zhejiang's higher education structure adjustment.In addition,combined with the theory of higher education resource allocation,from the perspective of the stock and increment of each element of colleges,students,and talents,this study further proposed relevant adjustment strategies for the regional higher education structure in China.
