It is an inevitable trend that higher educational quality will be supervised bypublic opinion. With the gradual development of mass higher education in China, allsectors of society have paid great attention to the schooling level and educationquality of colleges, especially with the social subjects involving in managing thequality of higher education, a more comprehensive quality assurance is added to the tohigher education. Public opinion, as a mechanism of society, plays an important rolein regulating the quality of higher education, which becomes "barometer" or"monitor" of education quality and expresses the requirements of the times and thevoice of the people. As we all know, public opinion is an objective fact, and it willbecome more and more significant with the development of society and theimprovement of openness of the society. While nowadays educational theorists did notpay much attention to it deserve, specialized and systematic research towards it isalso relatively inadequate, which just stays in public opinion of inner universities anddoes not include opinion of the whole society in studies that securing educationquality. Therefore, it’s quite necessary to conduct an in-depth and systematic study.This article attempts to explore the inner operating rules of public opinion andits regulating effects on education quality by introducing it to higher education qualitysecurity, in order to provide supplementation and reference to the social securitymechanism of higher education quality. Firstly, this study illustrates how supervisionof public opinion can guarantee the quality of higher education by analysis fromtheoretical, practical and legal basis, and concluded that using public opinion toguarantee the quality of higher education has become a reality that can not be evaded.Furthermore, the thesis analyzes factors that may exert influence on the supervisionof public opinion towards the quality system of higher education: socialpsychological factors, cultural factors, market economics and higher education factors.Under this condition, we classify the mechanism into three categories based on thecarrier of public opinion, namely talk of the town-type mechanism of public opinion,public opinion mechanism of traditional media and public opinion mechanism ofmodern network.Secondly, this study mainly analyzes connotations, mechanisms, characteristics, components, operation mechanism etc. of the three types in order tounderstand how different types of public opinions adjust the quality of highereducation. At the same time, we illustrate the study by selecting and analyzingappropriate cases, which can further our understanding and grasping the law of thesystem and its impact on education quality. Finally, the paper proposes strategies ofbuilding the public opinion supervision mechanism of higher education quality,namely, to create a good environment for quality supervision and establish legalprotection of quality supervision. Besides, we should pay attention to civic ethics,moral construction and try to build multi-media supervision mechanism, expecting toinject new blood for improving and strengthening security mechanism of highereducation quality.
