Modernization construction of educational governance system is a complicated educational reform,and promoting the separation of education management,operation and evaluation is a basic path to achieve educational governance modernization.At present,the separation of education management,operation and evaluation in China is entering the critical period and the deep water area.As an important form of social participation in education evaluation,the third-party evaluation has become a significant driving force to promote the separation of education management,operation and evaluation in China.Based on the background of constructing modern vocational educational governance system and promoting the separation of education management,operation and evaluation,this study follows the logic of “theory inquiry-reality reflection-international comparison-expected pursuit-path construction” to research the theory and practice of the third-party evaluation mechanism of vocational education quality in a deep and systematic manner.The detailed research arrangement is as below:Chapter ?introduces theoretical analysis of the study based on the multi-central governance theory.Under the background of educational governance modernization,the third-party evaluation of vocational education quality is an important grasp to achieve the separation of education management,operation and evaluation.Under the view of multi-central governance theory,the third-party evaluation mechanism of vocational education quality owns the basic connotations of multi-party participation,cooperation negotiation and service orientation.Follows the practice logic of “power acquisition is the precondition?self-governance is the key?interest meeting is the bond and effective supervision is the guarantee” of the multi-central governance theory,the third-party evaluation mechanism of vocational education quality comprises of four core mechanisms,namely,power mechanism,operation mechanism,dynamic mechanism and supervision mechanism.In Chapter ?,the method of interview is applied to deeply investigate the current situation of third-party evaluation mechanism of vocational education quality in China,based on the third-party evaluation practices which are carried out by the provincial and municipal education intermediary evaluation organizations,industryassociations and market-oriented evaluation agencies.The results of empirical study show that in current practice of third-party evaluation of vocational education quality in China,legality and independence of evaluation subject are weak,and the power mechanism is not sound;the cooperation among the third-party evaluation organization,government and vocational colleges in the evaluation activity is limited,and the operation mechanism is imperfect;the enthusiasm of the third-party evaluation organization,government and vocational colleges of participation in evaluation is insufficient,and the dynamic mechanism is weak;the supervision force of the third-party evaluation organization,government,vocational colleges,evaluation industry association and the social public for the evaluation activity is finite,and the supervision mechanism is deficient.In Chapter ?,the method of comparative study is employed to overall interpret the practice and experience in third-party evaluation mechanism of vocational education quality in foreign countries.The results of comparative study demonstrate that the third-party evaluation practice of vocational education quality in America,German,England and Japan guarantees the legality and independence of evaluation subject,and has constructed a effective power mechanism;the third-party evaluation organization,government and vocational colleges reach rational work division and effective cooperation in the evaluation activity,and has formed a cooperative operation mechanism;the third-party evaluation organization,government and vocational colleges achieve mutual interest maintenance and balance,and has created a strong dynamic mechanism;the third-party evaluation organization,government,vocational colleges and the social public give play to their supervision function for the evaluation activity,and has established a comprehensive supervision mechanism.In Chapter ?,integrating the theory ? practice and experience,the study puts forward an ideal construction of the third-party evaluation mechanism of vocational education quality in China.The“multi-subject governance” of the third-party evaluation mechanism of vocational education quality is a realistic choice for solving the present problems and achieving the separation of education management,operation and evaluation.The construction of it should conform to the following four principles:administrative mechanism and market mechanism should be coordinated during the evaluation activity;multiple subjects should bring out the best of everyone and coordinate with each other,interest demands of multiple subjects should be effectively satisfied;multiple subjects should give full play to their supervision force.The“multi-subject governance” of the third-party evaluation mechanism of vocational education quality is composed of the following four sub-mechanisms:the responsibilities clear power mechanism ? the effective cooperative operation mechanism ? the internal and external motive coupled dynamic mechanism ? the comprehensive participation supervision mechanism.In Chapter ?,the specific paths of the ideal construction are provided.Thus,the responsibilities clear power mechanism should be constructed from accelerating the transformation of government functions,legislation process and system supply.The effective cooperative operation mechanism should be constructed from promoting the speciality of evaluation subject,scientificity of evaluation criteria,completeness of evaluation procedure and applicability of evaluation result.In addition,the internal and external motive coupled dynamic mechanism should be constructed by motivating endogenous power and external power of multiple subjects.The comprehensive participation supervision mechanism should be constructed from innovating the supervision of government ? establishing the supervision of vocational colleges?strengthen the supervision of evaluation industry association?building the supervision of social and enriching the self supervision of the third-party evaluation organization.The innovations of this study are mainly reflected in the following three aspects:Firstly,surveying the current situation of third-party evaluation mechanism of vocational education quality in China by the method of interview and the topic of this study is innovative in itself.Secondly,constructing the“multi-subject governance” of the third-party evaluation mechanism of vocational education quality based on multi-central governance theory,and the selection of theoretical perspective and the connotation interpretation are innovative.Thirdly,analyzing the third-party evaluation practice of vocational education quality in foreign countries of America,German,England and Japan by the method of comparative study,and it provides significant reference value and international experience for construction and improvement of the third-party evaluation mechanism of vocational education quality in China.
