| A fundamental task crucial for generations is based on education.As a subject of education activities,teachers is the implementer,leaders and organizer ofthe entire educational process. Construction high-quality teachers is related to theoverall situation of education reform and development. Teacher professionalization isan important core of education reform. Teachers’ professional standards guides thedirection of teacher professionalization development,which is the basis of teachers’professional development. With the gradual deepening of education reform, countries inthe world established professional standards for teachers and regarded it as theimportant content of educational development. Australia embarked onthe construction of professional standards for teachers in the eighth decade of twentycentury, and in early twenty-first century promulgated the nationwide professionalstandards for teachers. The pace of education reform in Australia is as advanced as thedeveloped countries like British and America. Vitoria state of Australia (Victoria forshort hereinafter) also set out the professional standards for teachers accord with localeducation as a developed area in cultural and education in Australia. Throughout the testof theory and practice for many years, the standards have the universality of nationalprofessional standards for teachers and the particularity of the state education. It willprovide some guidance and reference for the initial construction of teachers’professional standards in our country.The paper is divided into six parts:The first part is the introduction, which mainly introduces the reasons and thesignificance of this study. It will put forward the research ideas and methods and define the main concepts after the brief overview of the related research both at home andabroad.The second part mainly introduces the background of the professional standards forteachers, including the influence of teacher professionalization trend in the world, therise of the movement about teachers’ professional development, the setting up ofnational teachers’ professional standards in Australia, the development of teachers’professional standards in Victoria.The third part introduces the idea and ways of professional standards for teachersin Victoria. Under the guidance of the idea that high quality teaching and high-levelteachers, the rule of teachers’ professional development and the audit certification andselection of new teachers is payed much attention to in the standards.The fourth part introduces the main content of the professional standards forteachers in Victoria. The standards are divided into four stages, graduate teachers,proficient teachers, highly accomplished teachers and lead teachers. During every stage,it contains three parts, including professional knowledge, professional practice,professional engagement.The fifth part, teachers’ professional standards in Victoria will be analyzed,fromthe standard-setting body, the content, the implementation effect, the stage ofteachers’development successively. It will discuss the positive affection and theshortcoming in the process of teachers’ professionalization.The sixth part will discuss the inspiration and useful reference for establishing theprofessional standards for teachers in our country, which is based on depth analysis ofprofessional standards for teachers in Victoria. |
