Along with the advancement of new curriculum reform, comprehensively promotingquality education has become the important content of the education reform. Newcurriculum reform introductrs the exploratory teaching into the classroom teaching,making the teacher’s teaching method and student’s learning style face unprecedentedchallenges. However, due to various factors, the implementation of the inquiry-basedteaching does not run as smoothly as we imagine. So, how to change the traditionaleducation mode and make students active in their own learning in inquiry-basedteaching has become the research of this project.This study mainly uses the methods of literature, questionnaire, interview, and dataanalysis. Through the analysis, this study indicates that high school biology teachershave no time to explore with less class hours. High school biology teachers have no theenergy to explore. As for school hardware facilities, there is no equipment to exploreand the imperfect high school biology discipline evaluation mechanism is the mainreason.To solve these problems, the aim of this research is that teachers should reasonablyuse the new high school biology teaching materials; Education departments shouldactively create conditions to improve teachers’ understanding of "inquiry teaching".Teachers should cooperate ingroups in teaching and researching activities. The teachersshould strengthen personal learning,and pay special attention to the teaching process,penetrating "inquiry teaching". So the key to solving this problem is to reform theevaluation system and establish an effective evaluation system.
