Education fair isrelative, has different connotations, is a dynamic concept, history, region. The fairness ofhigher education is an important part of education fairness in harmonious society, play airreplaceable role.In the overseas research status, American and Britain advocated the adoption oflegislation to guarantee the realization of higher education equity, Australia is based on therealization of educational equity degree for students to provide a reference and basis forperformance assessment. Japan’s Tani Takehiko is proposed to reduce social and educationalinequality suggests, is the pursuit of education and social class not related to equality, ratherthan the pursuit of class equality, because class inequality is impossible to eliminate, but thepursuit of education and social class not related to equality. The author is from this perspective, a careful analysis of theharmonious society under the social reality, learn and absorb the advanced foreign countries to promote the realization of fair higher education experience, some views and domesticscholars, to explore ways of realization of fairness of higher education from the point of viewof political science, sociology, law, value a theoretical study.To realize the fairness of higher education is the construction of a harmonious society arecomplementary, justice is an important principle in the construction of harmonious society,but the fairness of higher education is the extension of social equity in the education field,therefore, to realize the fairness of higher education is one of the basic content of theconstruction of harmonious society; the fairness of higher education shoulders the importanttask of cultivating talents, play a irreplaceable role in the construction of harmonious society,so the fairness of higher education is an important way to realize the harmonious society; inthe construction of a harmonious society, only by vigorously developing the economy,increasing investment in Higher Education efforts, gradually narrowing the gap betweenurban and rural areas to achieve something, unbalanced development, higher educationmanagement mechanism innovation, in order to ensure the the largest higher education equity,so that a harmonious society is an important guarantee for the realization of higher educationequity.In twentieth Century90years, China’s social development has entered a new historicalperiod, higher education has also been hitherto unknown development, realized the transitionfrom elite education to mass education, popularization and further enhance the level, financialaid policy system gradually perfect, improving the quality of higher education, collegeenrollment system reform are preliminary, but China mass higher education higher educationis not a natural occurrence, but advance style. In2004China’s first proposed the building of aharmonious society, the fairness and justice as an important principle of harmonious society,the important role of cultivating high-quality, high-level talents for higher education fairness,in the construction of a harmonious society effect obviously.2004is the2002collegeenrollment has been second years, during this period, various contradictions appears duringthe transition period, urban and rural two element structure problems, something theunbalanced economic development, social stratification of higher resource allocationimbalance and so on, the author puts forward many about the equity in higher educationproblems in the process of large span in the beginning, mainly displays in: unfair, unjust, unfair process results. The higher education opportunity inequity gap starting from urban andrural opportunity and different levels of inequality and different area entrance and inequalityof opportunity to talk. Process of unfairness is mainly reflected in the context of a harmonioussociety, the regional distribution imbalance, unequal education funding to talk. The results ofunfairness mainly manifests in the different social stratification, higher education structure isout of balance, the higher education the gender differences in the unfair. The unfairphenomenon description, reason analysis of the main problems is that the economic resources,the understanding deviation and the East, the western region economic development is notbalanced; education policy and system of education, such as college enrollment, examinationsystem, charging system is unreasonable; laws and regulations are not perfect and otherreasons. In view of this, in the view of harmonious society, in-depth study of China’s highereducation equity related problems, and puts forward some countermeasures: one is byincreasing the education investment, optimize the allocation of higher education resources,gradually narrow the development gap between regions; two is through the strengthening ofgovernment ruling consciousness, to give the university autonomy, perfect various rules andregulations and other relevant laws and regulations, the innovation of higher educationrunning management mechanism, strengthening the government responsibility consciousness;three is to reform the employment system.
