Recently, as a new kind of sports, rugby is developing rapidly inChina. Compared with some European and American countries, the massfoundation of our country is still relatively weak, and there is also a greatpotential for raising the sports level as the sport is at starting stage. OnOctober,2009, the Seven’s Rugby was included as a formal event in theOlympic Games in2016by the Copenhagen International OlympicCommittee, which has brought new development to China’s rugby career.This paper aims to study the personnel training, as well as thepresent situation of the athletes and coaches of rugby in Inner Mongoliaby using the methods of documentation, questionnaire, expertinterviewing and data statistics. Therefore, it can come to the mainconclusion as following:1.The main factors that affect the development of the InnerMongolia rugby teams are talent training, coaching ability, economicfactors, policy factors, lack of market promotions, and lack of hardwareand software facilities.2. Inner Mongolia should give full play to local advantages inresources. Making sure there are sufficient funds, regulating themanagement regulations of rugby, issuing the relevant management policies, and finally cooperated with relevant governmentdepartments to realize the rapid development of rugby industry.3. To promote the development of every city in the Inner MongoliaAutonomous Region rugby, while promoting the development of relatedindustries of the rugby games, increase the propaganda of the rugbygames.4. Due to the fledging, Inner Mongolian rugby athletes who aremostly with low professional and technical level have lack of trainings,and even have lack of knowledge on rugby. The autonomous region doesnot have much qualified people and not able to exchange from otherregions either.5. The overall teaching quality of the rugby coaches is low. Theyhave lack of teaching experiences as well as effective teaching methods.
