China has always attached great importance to the cultivation and development oftalents, professional and technical personnel to continue education has mentioned thetalent strategy height, and the continuing education as improving national quality,enhance the comprehensive national strength, an important strategy to participate ininternational competition. Professional and technical personnel must also be throughcontinuing education, to constantly update their knowledge structure, enhance the levelof knowledge to keep pace with the times, pioneering and innovative, to meet the needsof the development of economy and society. So the continuing education is to improvethe comprehensive quality of the effective form of professional and technical personnel,China is a long-term strategic task, it is an urgent realistic task. After ten years of efforts,China has initially established a full coverage of the continuing education base system,introduced to professional courses and public courses required a combination ofteaching methods, and vigorously promote the classroom in the air, the TV remotenetwork teaching and training and other modern training methods. But there are alsoshort board the development of continuing education, the continuing education andtraining quality evaluation model is still in the stage of training and the training needsanalysis and project plan execution, not reaction unit and social training benefits.Although the national and local have published about continuing education and trainingquality evaluation of relevant policy provisions, but most of them belong to the guidingopinion, there is no specific rules for the operation. At the same time, the professionaland technical personnel to continue education and training of quality assessment arerelatively weak, so that the training quality evaluation function cannot be embodied.In this paper, according to the existing theory, combined with the laws andregulations of the state and Chongqing City, the establishment of evaluation system ofthe quality of education and training to the professional and technical personnel, topromote the continuing education and training quality evaluation of Chongqingprofessional technical personnel to promote. In this paper, first of all the training qualityevaluation of the related theory and the classical models are introduced, and then through the questionnaire on the subject, evaluation method, contents of research, to acertain extent control the professional technical personnel to continue education andtraining in Chongqing city of quality assessment, and found some problems exist in theevaluation of the quality of training according to the analysis of pooled data. In order tosolve these problems, the author combines classic four level model and the relevantlaws and regulations, using analytic hierarchy process to select the continuing educationpublic demand subjects network training as an example of professional and technicalpersonnel, the establishment of the professional and technical personnel to continue theevaluation index system of the quality of education and training in the last analysis, andput forward the implementation of the training quality evaluation system of measures.
