In 2003,the city of K eighth party congress put forward "industrial city" as the city development strategy,the 12 th five-year plan in 2011 K city adhere to the "industrial city" as the strategy.Industry already became the important pillar of K city economic growth,an important source of revenue,absorb the important channel of employment.Since last year,K industrial continuous insufficient effective demand and product prices fell under the background,the apparent decline in the growth rate of economy,industrial development into the structural slow and moderate growth in the "new normal".2015 K the city issued a "about accelerating the industrial transformation and upgrading of the implementation opinions",intended to promote K city industrial upgrade.How to effectively promote the transformation and upgrading of industrial,K municipal party committee,municipal government attaches great importance to talents.K city leaders repeatedly stressed engineering professional and technical personnel is the key to promoting K industrial economic development,scientific evaluation of the K municipal engineering talent,to encourage local talent,the introduction of foreign talent,effectively improve the level of enterprise engineering technology,to complete the K city industrial transformation and upgrading of the task.Currently,K city engineering professional and technical personnel evaluation approach is mainly adopted means of professional and technical titles evaluation.Conform to the K in the current review mode of engineering the needs of the development of professional and technical personnel?In this paper,the K municipal engineering and technical personnel management diagnosis title appraisal model,analysis of the current evaluation system already cannot adapt to the need to develop under the new normal,through the study of the fishbone diagram is applied,find out the specific solution.This paper is divided into five chapters: first chapter two elaborates on the K municipal engineering title appraisal model management diagnosis research background,research significance and related theory;Chapter three elaborates the K city after the present situation of theengineering title appraisal model,using the fishbone diagram to analyze problems,and puts forward improvement strategy.An entire article to K,engineering and technical personnel as the research object,the existing technical titles evaluation mode has carried on the investigation and analysis,in the full understanding based on the analysis the advantages and disadvantages of the existing system,to improve the innovation policy,proposes the corresponding solution and improvement strategy.For K city transformation and upgrading of industrialization and economic development,and promote the national title reform work,has the profound significance of the study and research value.
