Education is the principal basis of China’s achievable causes in the period of onehundred years, as well as teachers being the core factor of the education cause.Sincereform and opening-up, lasting development and exciting achievements have made inthe sector of Chinese teacher education, which largely attributes to the continuousdevelopment and improvement of teacher education policy. Therefore, the dissertationregards teacher education policy as research objective, makes all efforts to gather,read, analyze the first-hand and primitive teacher education policy text, attempts toexplore the historic process of Chinese teacher education policy evolvement. Then theauthor also totally analyze the important factors affecting the evolvement of teachereducation policy and summarize the whole features in depth of the evolvementprocess, find the transition path behind the teacher education policy’s valueorientation, reflect on the still existing problems and disappointments of teachereducation policy, and put forward some reasonable suggestions and beneficialreferences directly for the establishment and enforcement of the teacher educationpolicy in the future, with the purpose that promote the constant nourishment andenrichment of teacher education policy and provide more scientific, formal,constitutional policy support and insurance of teacher education policy’s developmentand reform.This dissertation mainly apply literature method, historical method, comparativemethod and content analysis method, with the multidisciplinary angles of view suchas educational history science, teacher education science, educational policy scienceand value science and so on. The dissertation divides six parts to research and analyzethe Chinese teacher education policy since reform and opening-up in-depth andsystematically on both macroscopic and microscopic level.The first part is the introduction of the dissertation. Firstly, state the reasonchoosing the topic and research value of the research. Secondly, summarize andanalyze the existing research findings in abroad and home. Lastly, definite andillustrate the theoretical basis of this paper.The second part divides historical process of the teacher education policyevolution since reform and opening-up according to the time development order into five stages. And the five stages are respectively: restoring and adjusting stage (1978—1984); exploring and enhancing stage (1985—1992); transforming and improvingstage (1993—2000); reforming and developing stage (2001—2006); innovating andbreaking stage (2007—2013). Then summarize the main contents and key aspects ofteacher education policy’s development in each stage.The third part mainly analyze the key factors affecting the teacher educationpolicy since reform and opening-up. They are the promotions of the foreign teachereducation development, the reality dynamic of Chinese society development, thewhole trend of educational reform and development and the urgent desires of teacherstaffs’ development.In the fourth part, the author explore and obtain the transition path of teachereducation policy’s value orientation in the development and evolution by analyzing,reading and researching the policy text contents. The transition path shows in thefourth regards: transfer from tool-oriented to teacher education-oriented value;transferfrom the separation of pre-employment and post-employment training to integrationof them; transfer from emphasis on efficiency to give more attention on fairness;transfer from unification to diversification.The fifth part illustrates the whole features of Chinese teacher education policydisplaying in its development process since reform and opening-up: from emphasizethe social needs to balance social needs and individual needs; from highlight theexterior development to balance exterior development and interior essence building;from focus on expanding the size to give more emphasis on the improvement andinsurance of quality.The sixth part gives a macroscopic grasp of the Chinese teacher education policytext since reform and opening-up, reflecting and analyzing the still existing problemsand disadvantages of the teacher education policy text. And put forward the solutivestrategies and improved suggestions directly on the basis of the above analysis.
