The Government’s Responsibility Of The Construction Of The Public Service System In Preschool Education

This thesis, take governmental responsibility in preschool education public servicesystem construction as the research object, use lots of discipline theory such as preschooleducation, educational administration and political science, on the basis of clearness of theconnotation of the public service system, research and analysis the role and function of thegovernment in pre-school education public service system.This research mainly using the research methods of documentary method,questionnaire method, etc., objectively describe and theoretically analysis the government’sresponsibility of the construction of the public service system in preschool education.According the research, in the construction of the public service system in preschooleducation, the government is not clear for the orientation of responsibility of pre-schooleducation, preschool education public resources is in a severe lack, lack of funding, teachersare not configured, and pre-school education is in poor regulation. Researchers hold that,through the analysis of public choice theory, new public management theory, new publicservice theory and governance theory, it is significant to clear the role and orientation in thepre-school education public service system for promoting and rapid development ofpreschool education career. Based on the findings this paper puts forward the followingsuggestions, intensify the building of public kindergarten, actively support the privatekindergarten, optimize layout; make clear all levels of government investment responsibility,reasonably share the cost, improve the professional level of preschool teachers, rationalizeteachers, ensure teachers’ welfare; In the last, the government must strengthen thesupervision about the quality of the kindergarten, provide a perfect information platform forthe construction of the pre-school public service system.
