Government is the main responsibility for compulsory education. Fiscal in vestment is the most important source of funding, is to achieve balanced deve lopment of compulsory protection. Government should promote the balanced development of compulsory education, not only the need for adequate fiscal in vestment, but also need education finance funding in a fair and reasonable co nfiguration. In 2010, Shanghai promulgated the "Shanghai long-term educatio n reform and development plan (2010-2020)" and proposed to lead in realizin g modernization of education by 2020. Governments at all levels and departm ents adopted a series of policies and measures to reach the target.Have the implementation of these policies and measures for Shanghai co mpulsory education equalization played effect? What achievements and probl ems have the Shanghai government got in compulsory education currently? How could government promote the equity of urban and rural compulsory edu cation further in Shanghai? This article will use qualitative analysis and quantit ative analysis, literature research and field research method in combination to study.The full text is divided into six chapters. The main content of each chapter is outlined as follows:Chapter one is an introduction. It firstly introduces the background and m otivation. Chapter two is the literature review. It mainly elaborates domestic an d foreign researchers about the definition of the value base of balanced devel opment of education, educational equity theory and the measure of education al equity. Chapter three is an empirical analysis of the current status of Shang hai Compulsory Education, the differences of allocation of educational resourc es and education funding among the population importing districts and exporti ng districts in transverse dimension. Chapter four is an analysis of the compul sory education status in the longitudinal dimension. It mainly elaborates the d evelopment Shanghai compulsory education of from the past 10 years to the f urther 10 years. Chapter five puts some policy proposals based on the above findings, including developing the fiscal investment system of compulsory edu cation based on resident population, improving the fiscal transfer payment sys tem of compulsory education and the establishment education funding system adapted to school-age population cycle.
