In recent years, under the support of the government, social work agency increase gradually. However, because of the agency’s characteristics such as voluntary, nonprofit, how to adopt strategies to do resource mobilization to meet the needs of the organization operation become the important subject in the development of social work institutions.This study takes14Social work organizations of Shunde district in Foshan city as an example, based on the field survey and sociology of organization, resource mobilization theory, absorb part of the social capital theory point of view, analyzes the constituent elements of social work organization, including policy resources, capital resources, human resources, information resources, understands its resource reserves and distribution, searches its resource mobilization mechanism. Social work organizations in Shunde district is the pattern of resource mobilization for "pattern of concentric circles" for the center with institutions by analysis of the survey, the characteristics of this model for social work organization pays attention to the internal integration, and actively build a benign interaction with government, volunteers, the service object. Through on-the-spot investigation and study, this paper also points out that the social work organization of Shunde district in Foshan city exist main problems:one is the path dependence of system resources in the process of resource mobilization; The second is the resource mobilization mode is opaque; Third, Matthew effect; Four is the lack of linkage mechanism industry inside and outside. To solve these problems, the article put forward from two aspects of government and institutions to perfect the relevant policy of the pattern of "concentric circles", such as striving for private capital investment, standardizing the bidding process, optimizing the allocation of resources, setting up the cooperative communication mechanism. Finally, this research come to a conclusion: Under the restriction of institutional mechanism, social work institutions of Shunde district can play the initiative to take strategies to do resource mobilization, and on the basis, further discuss the possibility of promoting the resource mobilization mode of social work organizations in Shunde district.
