In the autumn of2007, new curriculum reform was incepted in Daqing. Musicclass has been an required course for middle school students since then. High schoolmusic education has an considerable influence on the construction of several aspects ofstudents such as aesthetic sense, moral sentiment and physical and psychological health.However, the high school music education in each district in Daqing have significantdifference for the different social conditions. So the music learning situation of middleschool students shows obviously different characteristics.By setting the15middle schools in the city and country in Daqing as an sample,the paper investigated and compared the music learning situations of middle students inboth city and the country to understand the difference between urban and rural ineducation background, inside and outside class background of music learning, and thebehavior and attitude of students toward music learning. Analyzed the reason of suchdifferences, and summarized the factors behind result to the different music learningsituations between middle school students in urban and in rural.Proposed suggestionsand solutions to promote the fairness of the high school music education in city andcountry, and improve the quality of the music education both in rural andurban.Provided effective information for relevant departments to further realize thefairness of the education in city and in the country, to narrow the gap between them andto improve the high school music education quality. And then, it could be capable tochange the present situation which shows the unfairness of the high school musiceducation in city and in the country, and to indicate the students to learn musiceffectively.The research was completed mainly through methods such as questionnaire, interviewand comparative analysis. The data information was collected in many ways from theteachers,students, parents in those investigated school and the school itself, as well ascombined with the field research. Through the scientific information process,comprehensive comparison and rational analysis of the involved questions, concludeddifferences in aspects below:1. The education background between the urban industrialcivilization and the rural culture;2.The inside and outside study environment(in the aspects of teachers, curriculums, textbooks and equipment) in the city is better than inthe country;3.The attitude and behavior of the students in city and in the country presentdifferent characteristics.Based the analysis of the present situation above, the paperexplored the methods to improve the situation of the high school music education in thecity and country in Daqing. Firstly, the concept of fairness in education must beestablished; Secondly, the government should build a rational music educationmanagement system; Third, in the top design of systems, establish open and fair systemand policies; Forth, Connotative development, the schools both in the city and countrymust improve their education effective; Fifth, focused on interests. Build campusenvironment and carry out practice activities. Sixth, schools in urban and rural shouldhave mutual communications. Finally, Learning from other’s experience, to realize theeducation resource sharing gradually.
