With the rapid development of science and technology, we have gradually entered the information age. Information age in which people are learners not only in the real world, but also citizens in the digital world. In this context, research of teaching and reform on information technology course and reform is gradually increasing.Elective courses in information technology as the main platform of improving the information literacy in high school, play an important role in fostering learners’ ability of acquiring, analyzing, processing, using the information. However, the current status of school IT teaching starting to face the pressure of examinations, some of the old concept of education, mode of teaching methods, a single teaching content makes learning and using phase separation, cannot effectively enhance students’comprehensive information literacy. Based on the problems of current information technology courses, we put forward project-based learning be applied to IT elective course to enhance learners’participation, practicality and ability of exploration, innovation.First, by analysis of the characteristics of the project, the IT elective course in high school and students, we discuss the project-based learning is applied to IT elective in high school necessity and feasibility. Then, we analysis the implementation process of learning project. According to the characteristic of high school IT elective course, we summarizes several types of learning project, including design and explain descriptive study programs, design-based learning projects, problem-solving learning projects. And make a description of design process for each type of learning project. After the design of learning project design, we design and explain the implementation process of learning project, and points out that we should take the project resources (including human resources and teaching resources) as the support, according to the different types of learning project to organize and design, and should pay attention to should focus on that last part of the project presentation and evaluation. And paper discusses in detail about step of presentation and evaluation.On the basis of theoretical construction and system design, combined with Flash elective courses in high school, we designed seven learning projects. And research of practice be launched in Zhejiang Normal University Affiliated High School. At last we combine the effect of practice teaching to reflect and improve and lay the foundation for subsequent research.
