As important way of promoting social justice, promote the education especiallypromote compulsory education fair by the social from all walks of life more and moreattention. Education fair is a reflection of social justice, and can measure theimportance of education fairness is the implementation of the compulsory educationstage. Because the cause of the economic and social, in outlying and poverty-strickenareas and developed areas of sichuan province educational condition, teacher level, aswell as the larger gap, students and teachers can’t enjoy many outlying andpoverty-stricken areas as well as developed areas of education fairness.Understanding of rural compulsory education in poverty-stricken areas in sichuanprovince are faced with the problem, discusses restraints on the development of ruralcompulsory education in poverty-stricken areas of sichuan province, and explore theway to solve the problem, to realize the education fair, guarantee normal operationand healthy development of society and building a harmonious socialist society is ofgreat significance.In this paper, by analyzing the outlying and poverty-stricken areas in sichuanprovince the problems existing in the compulsory education development and thestatus quo. For outlying and poverty-stricken areas in sichuan province level ofeconomic development lags behind, the natural geographical environment, theinfluence of traditional culture concept and its own reasons and countries in outlyingand poverty-stricken areas to objective reasons such as inadequate education discussesthe restriction factors of outlying and poverty-stricken areas to realize equity ofcompulsory education. Tries to develop characteristic agriculture, and promote theeconomic development of outlying and poverty-stricken areas, education fundsinvestment policy tilt, advancing the outlying and poverty-stricken areas teachersconstruction, changing education idea, promote the education fair social supervisionsystem construction and so on five aspects put forward solutions, to arouse theattention of the whole society, the public to support the development of ruralcompulsory education in poverty-stricken areas, realize the education fair.
