The compulsory education is the elementary education demands every age-appropriate child and teenager must accept it with limited years compulsorily with regulation of the law in our country and guaranteed by the country, society and families. The universal degree of compulsory education is an important symbol of national civilization, the foundational and leading project for a country to achieve sustainable development, the main form of realizing democratization of educational opportunity and the essential condition for individuals to achieve comprehensive development and to participate in social life democratically and equally as well. However, with the achievement of free compulsory education for all students and the implementation of comprehensive education in Shandong Province, dropout is still serious in poor rural areas. Dropout during the stage of compulsory education in poor areas has become a very thorny problem in the development of compulsory education.In order to research the dropout in poor areas during compulsory education systematically, this study analyzes utterly and rationally the situation with the survey data of X Town, C county, characterized with old revolutionary base areas and mountain. Statistics shows that the amount of dropout increases with the age's increase and approaches the summit in age of grade 6 and 8. There's primary school's female dropout in junior grade for housework, meanwhile, male dropouts are more than female's so that the gender ratio is maladjusted--female current students are more than male's. Furthermore, large recessive dropout bursts out in junior high school. All of them make the great difference with statistics from government.Research shows that the reasons of dropout are complex, both internal and external, with the trend of multi-factors'interaction. As the internal factors,"school weariness"has become the main reason of dropout instead of family's poverty, for which the dropout seldom appears. The reasons of"school weariness"are laggard teaching quality and poor educational conditions derived from poverty, the fact that examination-oriented education wrecks students and educational content of school breaks away from rural situation. In a word, the fundamental reason of educational level lagging in poor area is the laggard teaching staff. As the external factors, the vacancy of government's responsibility, social culture and parents'weak consciousness in education affect, to some extent, the implementation of compulsory education in poor area so that bring about dropout. Meanwhile, school bullying, chaotic circumstance without governing, abstraction of part-time employment tide and issue of graduate's employment affect student's enthusiasm to learn.Confronted with the practical difficulty, society must recognize various difficulties in the process of compulsory education's implementation in poor areas, manoeuvre strengths in lots of aspects of society actively--especially the government and educational section's concentration on them, and help poor area's anxiety in long-term's development with an effort, even help to explore new method to education in poor area. Parents should perform duty to ensure the children's rights to accept compulsory education. With the achievement of national free compulsory education, there's new urgent and real proble--increasing the financial support to improve teaching level and schooling condition in poor area by government. This is the unavoidable historical duty of us, and also the focusing problem that this study will concern continuously.
