The Model Of Government Purchasing Social Work Services In Jinan

Since1980s, as the fast development of national economy, NGO and NPO, considering various aspects such as governmental function transformation, social management innovation, public welfare establishment, social harmony promotion, etc. China starts to a new social service model which means government buys social work service. Under the policy advocacy background, the Government purchases of social work have appeared one after another, forming a Shanghai model, Shenzhen mode, Guangzhou mode and Kwanzaa mode. Jinan, as one of the relatively mature northern areas has started buy the social work services and continued to try and explore to keep with the paces. But now the current mode for exploring of Jinan has been seldom. So I hope that through the study of social work Jinan Municipal Government purchase patterns, find its characteristics and problems and put forward opinions and suggestions on the basis of relevant studies.By way of deep interviews of relevant decision participant, workers from some representative social work agencies and service receiver, this paper tries to conduct a qualitative study over status quo of government buying social work service, and then make a description of the model’s operation process on the basis of related policies and literatures. What’s more, this paper aims to analyze the significance and deficiency of this model, and seeks to propose some useful advices and ideas to this model.The main point of this paper lies in analyzing model of government buying social work service by means of interviewing service buyer (government), service provider (social worker) and service user (agency), and after considerate transcription, arrangement and analysis, the author finds that the three main features:the fist, Government-led; the second, job type and projects combining operation; the third, diversified participation. According to this study, under current buying model in Jinan, there are some problems occurring, such as high government domination, lack of agency independence, lack of profession, agency’s wrong acknowledge of social worker and so on. In addition, after analysis of these problems, this paper finds that the model of government buying social work service is character with government domination, position buying and program operation. Considering this paper’s finding, the author aims to propose some useful suggestions over government buying social work service, including improving relevant policies, improving the investment aspects of government procurement of services, establish and improve the evaluation and monitoring mechanisms so as to regulate the purchase of services and procedures effectively.
