Analysis On Factors And Methods Of Purchasing Social Work Services By Shenzhen Municipal Government

With the deepening of the market economic system and the continuous development of reform and opening up,the demand for public services is growing and diversified,and the government faces major challenges in providing public services.In order to solve this problem,the government purchased public services came into being.In China,the government's purchase of such a public service supply model is not too long.The government's purchase of social work services is in its infancy,and research in both theory and practice is relatively shallow.This paper selects Shenzhen to purchase social work service as the research object,and deeply understands the various factors of Shenzhen government purchasing social work service and the purchase of social work service by Shenzhen Municipal Government,and analyzes the problems arising from the purchase of social work service elements and purchase methods by Shenzhen Municipal Government.And put forward corresponding countermeasures and suggestions for these problems.This article will take the Shenzhen Municipal Government's purchase of social work services as the research object.Through in-depth interviews and literature research,we will deeply understand the various elements of Shenzhen's purchase of social work services and the Shenzhen Municipal Government's purchase of social work services.At present,the Shenzhen Municipal Government purchases social work services mainly through open bidding.,competitive negotiation,single-source procurement,etc.,analyze the specific practices and advantages and disadvantages of these purchase methods from the perspective of fairness and efficiency.In these ways,some problems will arise when adopting a certain method,whether it is fairness or Benefits,the government's purchase of social worker services is a decision made under the institutional environment,organization and technical factors.Reasonable choices should be made from these aspects to promote the good development of the final government purchase of social worker services.This article is divided into six parts: The first part is an introduction.It mainly introduces the background and significance of the research,the research status at home and abroad;the second part of the research ideas and methods;the third part analyzes the factors of purchasing social service in Shenzhen,including the purchase subject,purchase content,purchase object,purchase standard and purchase time limit.Elements,analyze their pros and cons.The fourth part analyzes the purchase method of the purchase service of Shenzhen Municipal Government.There are three types of purchase methods: open tendering,competitive buying,and single source purchasing.The fifth part is to improve the countermeasures and suggestions for the Shenzhen Municipal Government to purchase social work services.Including clear purchasing of the main role,improving the ability to purchase objects,clear purchase of content services,speeding up the process of purchasing standards,improving the policy of purchasing years,the standardization of purchasing methods,the professionalization of bid evaluation personnel and the rationalization of supervision and management.The sixth part summarizes and reflects.
