Individual college is an exploration and innovation of higher education’s institution and mode in our nation. Individual college counselors are responsible for undergraduate students’ ideological and political education and supervision, meanwhile, the requirements for those college counselors tend to increase. Research into the outflow of college counselors is beneficial for individual college in terms of orienting the human resource development, stabilizing the counselor faculty, advancing the students’ ideological and political education, facilitating counselors’ individual development and enhancing the counselor faculty’s competence and undertaking the mission of cultivating students optimally. However, due to the scarcity of the administration towards counselor faculty in institutional level, it not only leads to the outflow of college counselors. To some extent, this phenomenon influences the sustainable and stable development in the future.The counselor faculty of Tianjin Normal University Jingu College is selected as a research object in this essay. According to the survey into the counselors of Tianjin Commercial University Baode College and Tianjin Medical University Clinic College, the administrators of these three colleges are interviewed in order to understand the status of individual college counselors’administration. The scarcity of college counselor consists in each individual college which give rise to the basic provision of student-teacher ratio of200to1cannot be met. Proceeding from the administration of counselor faculty, the outflow of college counselors are mainly due to the following reasons:the scarcity of the political support from the government; the difficulty of assessing counselors’ professional title; the non-standard administration of individual colleges’ human resource management; counselors’ low level sense of identity. Based on up above, employee flow theory, Maslow’s hierarchy of needs, flexible management theory and Herzberg’s two-factor theory will be utilized in order to analyze the issue in depth, and present effective policy guarantee, improve the building of counselors’ faculty and clarify the character of counselors to prevent counselors from losing. In order to administrate the counselor faculty more systematically, normatively and efficiently, furthermore, guarantee the counselor faculty work steady and give high-quality performance, we need to cope with several aspects such as the counselors’ guarantee system, development plan, intensive mechanism and individual growth. In order to fulfill the purpose of standard administration of counselors, this essay may be used as available sources by individual colleges.
